Sometimes it can be had through the Bangkok Bank Branch in Singapore, however there may be restrictions on minimum amounts and what currency it can be taken in, contact that bank to update the current situation.

Another part of the problem is that a foreigner needs to show the money for the condo purchase being remitted from overseas to their Thai Bank account. A document confirming this will be required to transfer the land title document (chanote) at the land office.

A Thai citizen of course is subject to the usual bank requirements to obtain a loan.
